3 or 4 seconds ahead of me has nothing to do with assumption that I
can't go faster because there are vehicles ahead of me.  So what if they
are 5 seconds ahead?  I still can't go faster for long -- if I do, that
5 seconds will quickly reduce to 1 or 2.
