Hrm?  Maybe I missed something here, but a good driver can brake
continuously under static friction at impending lockup.

In fact, in the dry good drivers can beat ABS systems.  

_Either_ coefficient relates to decelerating in a car -- static
when you don't lock up the wheels and kinetic when you do.  

(of course all this simple stuff like force of friction = normal
force * coefficient of friction goes to hell in the wet where 
things become more complicated, as I recall.)

Is the assumption that everyone locks their tires in a panic
stop?

Just curious, because I almost never lock mine.  (you learn this
quickly braking hard with the front brake on a motorcycle.  If your
front wheel locks up, you can probably kiss it goodbye.)
