Well, I just DID consult a back issue of R&T (July, 1997). According to
their tests:

==========

ICE: ABS was horrible--it took 220 ft to stop from 20 mph versus 135 for non-ABS

SNOW: ABS was a few feet better from 30 mph on hard-packed and scarfed and
a few feet worse on fresh snow

GRAVEL: ABS was about 12 feet worse from 30 mph than simply locking up the tires

SAND: Not much difference between ABS and non-ABS from 30 mph

WET: ABS was 8 to 10 feet better from 30 MPH

DRY: ABS was about 35 feet better from 60 (about 90 if you lock up the tires!)

But let's not forget the main purpose of ABS is to allow for some steering
control under hard braking. For some drivers, this has caused them to
steer themselves right off the road, but for the more talented among us,
it's probably prevented quite a few accidents.
