15 would be unreasonable on our residential streets.  We've found 25
to work quite well... that is when drivers obey it.  It's still abused
by many.

Our interstates are mostly 70 and 75 except in the urban areas where
they are 60 or 65.  We've found that some people are going to speed no
matter what.

Yes.  It's a Pandora's Box from the enforcement viewpoint in that most
enforcement will come after the crash, not before.  Prevention will
become a thing of the past.

Of course.  And the speed differential that the good folks at the NMA
like to preach just gets worse.
