Laser jammers are plentiful and legal. Stupid cops should stick to
X-band, still the toughest out there to counter and detect. Ka is an
expensive gimmick. Try http://www.laserjam.com for some laser jammers. 

As for a modified Phazer, well...I'd make sure you test that thing out
on a few real guns. Phazers dont work and I can't see how hooking up a
linear amp would work. Add to that, I know of no linear amps for X/K/Ka,
linears are typically used for HF stuff. Be very careful. Passing
through speed traps means very little. Hell, I passed through an aerial
trap at 78mph but didn't get pulled over, just my lucky day.
