State and local governments aren't set up to for massive arrest efforts
such as everyone who doesn't drive "properly".  In CA they'd be hard pressed
just to get the people who don't have insurance (40-50%) and those who
don't have proper registration and driver licenses (5-10% each).
The state is permitted to impound the vehicles of the latter,
but lacks storage and towing facilities, so rarely uses that
method of enforcement.
