According to both Oklahoma law and the Americans With No Abilities Act
(http://www.theonion.com/onion3324/noabilities.html), it is now illegal
to discriminate between sliding and rolling friction. 

In a recent ruling, the US Supreme Court held that an Oklahoma state
law requiring coefficients of friction to be variable does not violate
the Equal Brakes Amendment or frictional nondiscrimination provisions
of the AWNAA -- so long as the same c.o.f. value is applied equally to
all vehicles and surfaces within the state.

In another ruling, the court declared that (within limits) the speed
limit referred to in Oklahoma law is the absolute limit and is not
the same as the limit set in the basic speed limit but it is a limit
nonetheless because it 'limits' the speed at which one can drive.
