The average speed limit on interstate highways has remained at 
71-73mph for decades.  It didn't change more than a couple of
miles per hour when the national speed limit was raised from 
55mph to 65mph.

The truth is that the vast majority of drivers drive 70mph, on
average, on highways, regardless of the speed limit.
