My mother, who lives in a suburb of Philadelphia, had the experience of
meeting up with a Ms. Re-allocator. My mother had been in a store and
came back out to her car. When she got in it, she noticed there was no
longer an ignition mechanism to put her key into. She also noticed there
was a hack saw and some other tools on the floor of the passenger's side.
At this point, she was struck with terror, because she knew the thief had
to still be close by. She figured the best thing to do would be to get
back into the store, as quickly as possible, to call the police.
After she called the police, she came out of the store and noticed a girl
in her mid-twenties, sheepishly hanging around her car. Then the girl
jumped inside the car, grabbed her tools, and started to run towards a
wooded area across from the store. My mother started yelling that someone
was trying stealing her car. A young man heard her and came over to find
out what was wrong. The young man gave chase after the thief. Shortly, the
police arrived and joined in the foot pursuit. After about 20 minutes, the
young man emerged from the woods with the thief in custody. She was
arrested, etc., etc.
Her case eventually came before a judge and she was given a token slap on the
wrist. It seems she was part of a car theft "family" where most of the
family members are experienced re-allocators and some even run chop-shops.
Due to the wealth and political connections this family has, any one them
that is caught in a crime is usually given a slap on the wrist. They
make sure that the judges hearing their case are well taken care. All of
this is not supposition on my part. I have a close relative who is in law
enforcement administration and he gave us the inside story on these people.
The moral of the story may be this then:
One of the reasons that the auto theft industry thrives is that it
is part of THE system. There is too much money floating around out there
and too many judges willing to take it.
