You have your cruise control set at 55 in a 55 in the right lane, and
your speed stays exactly at 55.  Someone passes you and then pulls in
one car length in front of you.  They then proceed at the speed of 55
mph.

At what point must you decrease your speed to be legal?  If you were
to be one car length behind them, even by the car in front's own
choice, would it eventually become tailgating?  How would that be
determined?
