Driving slow in the left lane is stupid and in some cases illegal but
it doesn't qualify as disorderly conduct.  I think your first post
said something about the person intentionally blocking the lane to
mess with the following traffic or something like that.  I'm sure some
do it for just that reason however after stopping several of these
people I've found ignorance to be the most prevalent cause.   They are
so wrapped up in their own little world that they genuinely have no
idea what they are doing.
