In most urban areas in the country driving in the leftmost lane is
ALWAYS illegal.  Either you are speeding or you are obstructing traffic.

For this reason no law-abiding citizxen should ever drive in the
leftmost lane.

And every motorist in the leftmost lane should be immediately cited,
either for speeding or for obstructing traffic.
