That's silly.  Using your made-up definition, you can go 70 in a 35 and
that's no longer speeding since 70 is a legal speed.  So when the country
road with the 55 limit finally gets development, subdivisions, etc, and the
limit is lowered to 45, you find that arbitrary and capricious.

I'm not a cop, I am a speeder, and I think this way.  By the way, I live in
Georgia and there are rarely any cops around checking speed.  Maybe that's
why everyone drives 80 in the 55.  And I-75 between Macon and Atlanta is
essentially an autobahn. Therefore, if you want to speed outrageously then
move to Georgia.
