I stand by my claim that In most urban areas in the country driving in
the leftmost lane is ALWAYS illegal.  Either you are speeding or you are
obstructing traffic.  If you know of urban highways where the majority
of motorists in the left lane are not breaking the law, please provide
specific examples.
