So you are saying that you do see people "going by at high rates of
speed in safety?"  That would require that you admit that it is
possible to go a high rate of speed and be safe.  Are you willing to
admit that, or are you going to refuse to answer the question?

Can you concieve of a situation where 85 on a public road is not
unsafe?  95?  105?  155?  205?
