Okay Earl, I have downloaded it, and I definitely do not have to eat crow, you 
do. I quote from page iii of the document "Due to the current unavailability 
of full vehicle miles travelled (VMT) and other data, it is not known how 
increased travel on higher speed roads, shifts in travel, and other traffic 
safety factors, (e.g., changes in alcohol involvement, belt use) may have 
contributed to an estimated increase in Interstate fatalities and economic 
costs." IOW, we don't know if there are more drunks on the road, we don't know 
if there are more unbelted people driving, we don't know if there are a hell 
of a lot of extra miles driven, we know hardly anything statistically 
meaningful, but we'll blame speed anyway.

Sorry, but this is a fatally flawed document.
