She was driving too slowly by only 2 mph.  In all the states that I have
driven through, when there is a posted minimum speed on a 55 mph
highway, the minimum is 40.  Somebody driving at the posted minimum speed
would normally be expected to be in the rightmost lane.  But as you
correctly pointed out, she was looking for a left exit, so the left lane
should be considered a slow lane and 40 pm be the minimum speed.  She
undershot it by 2 mph -- hardly a big crime.
