Let's get the facts straight.  The Post editorial was not against ticketing
drivers who drive slowly and impede traffic, and that's not what Ms. Pena
was pulled over for.  She was arrested and manhandled for "fleeing and
eluding" the police, which is a wholly separate offense.  The Post quite
correctly took the Frederick Country police to task for over-reacting, and
acting like a bunch of goons.
