In reality, if the vehicle is a late model (past 3 years or so), it
DOESN'T pollute twice as much.  While it may get half the mileage, it
may emit equal amounts of pollutants.  Just depends on the vehicle.
New cars have been shown to be much less of an impact on pollution
levels today, compared to other sources.  The primary gross polluters
today are older cars, trucks and busses, and fixed plant operating
companies (electric generation).

I agree that the fuel tax should be increased, but only if the funds
collected go to ROAD IMPROVEMENT ONLY!  Currently, the taxes we pay on
fuel, while required to pay for road repair and improvement, are being
used for many other things NOT vehicle oriented.  Our leaders have
tapped a cash cow and are using it for their pet projects (like the
subway in LA, as if anyone will ride it, should it ever be built).
Raise the tax, but use it to make our roadways safer and less crowded by
building more of them.
