It would be fairly high.

The question, though, is this:  If the gas taxes were repealed,
except for maybe a little per mile for air pollution measures,
and all other public money spent on highways were returned to
the taxpayers, and divided by the number of miles driven per
year, would that "money per mile" figure be lower or higher 
than the toll per mile under a privatized system?

I don't pretend to have the answer, but we need to at least
consider *all* relevant factors before just saying that 
the tolls would be too high.

My guess is that the toll per mile would more fairly weight
the costs so that the heavy drivers, who drive 20,000 miles
per year, would pay close to 4 times what someone driving
only 5,000 miles per year would pay.

Currently, per mile, non-drivers and light drivers are
clearly subsidizing those people with 100-mile round trip
daily commutes.
