Because gas taxes are but one part of what goes into building and 
maintaining roads, highways and bridges.  As far as *that* part
goes, they're paying the right amount.

But other "general fund" expenditures are paid for just as much
by the occasional driver or non-driver as the heavy driver.

The net result is that per mile, the heavy driver is paying
much less for his/her use of the roadways.

Fair enough, as long as the money which is (a) *not* raised
by gas taxes and (b) spent on roads is returned to the
taxpayers.
