Although the CVC prohibits flashing lights on vehicles except as
specifically permitted by it, it does not really define what 'flashing'
means.  In the context of the CVC, 'flashing' is always repetitive.  I
doubt that flashing headlights once or twice violates the CVC due to the
'flashing'.  It might violate the CVC due to 'using' high beams within
500 feet of another vehicle.
