I think what Matt was implying, was that you can't just drive around
with driving/fog lamps on all the time; they're classed as High Beam. I
know people in NSW that have been booked for doing this, and Victorian
road laws are even more draconian; and besides, having those over-bright
lights on is so dangerous to oncoming traffic, I'm sure it'd be illegal
in Victoria.
