Personally, I like Germany solution better. They don't allow pass on the outside lane and they TEACH their drivers to repect other that they WILL move over for the faster traffic. Guess that Germany do NOT have the scenario drivers using shotgun in fast lane/pssing dispute like what is happening in US of A.
