I can think of at least three reasons:

1.  The speeder may have a genuine emergency (for example, he just found
out that his wife is in the hospital and may be dying).
2.  As a private citizen it is not your job to enforce the speed law.
If you do, you're just putting yourself in harm's way.
3.  If you don't let the speeder get by, he will get more and more
frustrated and may attempt some dangerous manouver that may result in your
vehicle getting involved in an accident.
