Unless the law has changed since I lived in Connecticut, it was illegal
to pass on the right when there was only one lane of traffic in your
direction, but it was perfectly legal to pass on the right if there were
multiple lanes of traffic and you did not leave the lane to drive on the
shoulder.

To the best of my knowledge, ever state in the USA requires passing on
the left if there is only one lane of traffic in your direction.  Many
people get confused by this and think it applies to multiple lanes too,
and to the best of my knowledge, it does not in any of the states in the
USA.
