I don't know about MD/VA, but DC has almost NO enforcement mechanism.
The fine for driving without a license is $50. It's standard practice
for illegal immigrant drivers to carry $50 in cash with them for just
this purpose.

Also, I've read that it is standard practice for immigrant cab drivers
to let their unlicensed relatives use their cab when the original
driver's shift is over. This might explain the ineptitude of many
driving cabs in DC, their unfamiliarity with the streets, etc.

As for driving downtown, whenever I'm stuck in a traffic jam or pass an
accident, I always look at the license plates. Invariably, they almost
always belong to MD/VA drivers.
