To be fair, Congressman Wolf was opposed to the HOV lane before it
was actually enacted.  So if your gripe with him was that he
correctly guessed what the public reaction would be and acted
accordinly then I don't even think he would disagree.  As to
whether he could have pushed for studies and didn't, do you happen
to know the reason why he didn't push for funding for a Metro line
down the center?  I'd be quite curious to know what you think his
motives were for failing to do this.
