If it's on a holiday weekend, the toll waits on the Balt bridge/tunnels,
Delaware Bridge, and NJTP can be ultralong. I have found that a nice,
non-stressful, scenic ride to NYC from DC is the following:

DC Beltway to 95 to BaltBeltway west to I-83 north and pick up I-78 to
NJTP(near Newark's airport). It's take 45 min longer that the regular
route(I-95/NJTP). But if the regular route is congested, it is actually
faster. And the only toll is .50 across the Delaware river. However, the
increased mileage will eat into the savings(depends on the car).

If I was going all the way to Boston, I would consider taking I-83 over to
I-81 and then pick up I-90 East to Boston. Very scenic and no urban
congestion with the possible exception of a couple of snares around
Harrisburg, PA.
