I remember seeing that sign northbound.  What I don't remember is when you're
going southbound on I-395 (from NY Ave)
or SE-bound on the SE Expwy, whether the signs say
"To I-295" or "I-295".
 
Nobody's mentioned the final(?) kind of interstate designation,
characterized by "I-270 spur".
 
There's also what seems to be a 3-digit interstate somewhere in the (San
Francisco) Bay Area that doesn't follow any rule I know of--it's about a mile
long, and is not I-x05 or I-x80, which it presumably ought to be.
