Cheers Bob There really isn't any single simple solution to the problem. There are actually a number of problems, each of which has a number of solutions. And of course each solution has a set of costs as well as benefits. Since it is politically inexpedient to raise taxes/fees to pay for anything, and not much more will be done voluntarily, no one really cares to do anything. Of course, there will always be those who think more restrictive enforcement is the solution, hence wonderful 'suggestions' like zero-tolerance for speeding, photo-radar, LLB, etc. I think all of those are counter-productive, creating problems worse than they are supposed to solve (or even making those problems worse) hence I advocate raising taxes for improved training of drivers, inspection of vehicles and so forth, and elimination of arbitrary speeding infractions. Also, the current and resulting bureaucracies need to have corrective processes for the inevetable deadwood and screwups.
