No, the opposite. If less people are doing more of something, they're
doing it at a higher rate. Here's the math: let p = US population.

whites killed by blacks, 1998..........blacks killed by whites, 1998
------------------------------         ---------------------------
839 by 12% of the population...........362 by 80% of the population

Rate= 839 / .12p.......................Rate= 362/.8p

Dividing the constants,

Rate= 6,691.7 / p......................Rate= 452.5 / p

When you divide the black rate by the white rate, the constant p
cancels,

(6,691.7 / p) / (452.5 / p)  =  6,691.7 / 452.5 = 15.5

So on a per capita basis, blacks are 15.5 times more likely to kill
whites than whites are likely to kill blacks.

The lesson of this is not that blacks are evil or whites are better,
it's that you shouldn't trust the news media. When a white kills a
black, the media plays the story over and over as an example of the hate
and injustice in our society. When a black kills a white, if the news 
mentionsit at all, they rarely give the race of the people involved and
never term it a "hate crime". So from watching the news or reading the
paper, you'd get the impression that the whites are doing most of the
killing, while the facts are the opposite.
