Many tailgaters seem to get their clues as to how fast to drive by
pasting themselves to the car ahead. I've had people tailgate me at all
speeds, in all lanes. I've had people follow me in a lane change I made
to get out of the way and continue to tailgate. I've, on occasion,
experimented by slowing down, speeding up, slowing down, etc, and these
folks will match your speed, regardless. I've gradually increased my
speed to see what it would take to shake them- up to 70-75 no problem.
At 80-85 they begin to get a confused look, as if to say "Why is this
guy going so fast?" Above that, they break off and fall waaay back, and
I rarely see them again.
