I've seen a variation of this behavior, except that instead of
tailgating, they will stay in the next lane over, 3/4 of a car
length behind.  This position makes it unsafe for the followed
vehicle to change lanes, and is in one of the worst places for
mirror coverage on the followed vehicle (even if the driver of
the followed vehicle has carefully arranged the mirrors to
minimize blind spots, that location is still the hardest to
see some other vehicle in).
