Then pay attention and don't miss the exit! There are *usually* 2 miles of signs that you are 'approaching' the exit. Anyone that is waiting to get in line must logically believe that they are going to save time(and many times this is the case). That must be balanced by the 'risk' of missing your exit. If you (I am using 'you'...don't take it personally) know the next exit is 18 miles, then the risk factor quickly outweighs the time factor (which could get significantly worse if you *miss* your exit). That only covers the thinking, logical drivers. I must admit that in some cases I get mad at the drivers that get in the exit lane *early*. They do so behind cars that are traveling sub-speed limit, or large/slow trucks/buses. Then others file in behind them, and before you know it the exit lane is all screwed up. That is what I meant by thinking, logical drivers. These folks are the ones that do not assign an arbritrary distance (before the exit) to move over, but rather gauge all situations (or different exits) as unique, and react accordingly.
