Yes, if the tire isn't 'typical'.   That's when some kind of on site
testing becomes important.   

The chart is usable for most crashes but if we encounter an unusual
configuration we'll have to test to find out what range of drag
factors to use.  Unusual configurations can also include things like a
motorcycle sliding on its side or a human body tumbling in soft dirt.


There are a number of ways to determine speeds in a crash if skids
aren't available.  Conservation of linear momentum is one that's
somewhat complicated to use but very reliable.
