That's ironic since my first serious training in accident
investigation came from that state and their collision form still has
a box for the investigator to show speed as a cause or factor.
Whatever you read certainly does not condone speeding in MN or
anywhere else.  I suspect it's in the same vein as a, "tobacco doesn't
kill, cancer kills" type of thing.
