I just sent this message to dc-cycles@umiacs.umd.edu.

Michael Johnson writes:

What I just got from a conversation with him:

The next HOV Subcomittee of VDOT meeting is Sept 16 & 17 (the third
Wednesday and Thursday of the month) in Richmond.

Most helpful at this point would be letters advocating a 12 month
period of study on the HOV issue. Apparently important is pointing
out that you're a good old white bread American, especially if you are
over 40 and/or have a family. Yes, he really mentioned this. No, I
am not able to claim either one. (He also mentioned that there was an
internal VDOT memo advocating banning motorcycles from roads entirely.
God, I love this state.)

Your cordial cards and letters should be sent to:

Ray Pathel
VDOT HOV Subcommittee
1408 E Broad St
Richmond VA 23219

and Cc:ed to

J Thomas McGrath
PO Box 5424
Richmond VA 23220

 > Incidently, he rides a Harley.

And apparently wears leathers when he does it. Maybe I'm confusing
what he meant by that remark with what I would have meant with it.
