In case you missed the September 2, 1992, edition of The Reston
Times, here's a reprint of the "Letter to the Editor" from
Supervisor Ernest J. Berger. I find it interesting and
significant that the Chariman of the Farfax County Board of
Supervisors has seen the light. Perhaps something now will get
done...

==============================================================================

Berger: Timing on Dulles HOV bad

To the editor:

The Virginia Department of Transportation's decision to retain the HOV-3
restrictions on the Dulles Toll Road comes at a very bad time.

The cars on the Toll Road are currently moving well. It is very unfair to
commuters who pay to use the toll road and who patiently waited through
delays during two years of construction. The toll road users pay to use all
of the road, not just two-thirds of it!

Every transportation expert I know agrees that the HOV lane on the toll road
is going to be underutilized. The enforcement of the HOV rules will be
difficult to impose as throughout the length of the toll road, traffic merges
from both the left and the right lanes on and off the Airport Access Road.

Lastly, this will be the only toll road in the United States that has lane
restrictions. To me, it's simple, if the people pay to drive it, they should
get to use it....period!

Unfortunately, the HOV lanes were to be implemented on September 1. But
it's not too late! I'm still holding out hope that General Assembly actions
next year can remove the HOV-3 restriction.

As chairman of the Fairfax County Board of Supervisors Transportation
Committee, I intend to seek official board support at our next meeting asking
VDOT to rescind the HOV-3 until the General Assembly can meet to decide this
issue next January.

Your help is needed to make this happen. Please write or call my office
with your support for removing the HOV-3 restrictions on the third lane. Only
with an outpouring of citizen support will we succeed. My office address is
1437 Balls Hill Road, McLean, VA 22101, and our phone number is 356-0551.

Please let me hear from you.

It has been brought to my attention that Supervisor Berger is the
Chairman of the Transportation Committee, Fairfax County Board of
Supervisor, not the Chairman of the Board itself. I apologize for
that mistake and the spelling.

Sure, because nobody is willing to start *thinking* and stop using the
old one car/one person -strategy. Is it *so* difficult or *so severe* a
loss of personal freedom to carpool?

I think, in beside the installation of HOV-lanes (which are standard in
many countries) it might be a good idea to rise the proce for gasoline to $5 to $7 per gallon (as it is in many European countries).

If people don't react to logical (environmental) arguments, make them
pay for the damage they cause by excessive use of combustion engines.

Yeah, I agree. Unfortunately . . .
Should have done this 15 years ago.

But keep on tryin.

In which other countries are HOV lanes standard. I have never found them
in any other country.

I believe I have seen them in countries in Europe, but I
can't gaurantee it so I won't mention any there.

However, when I lived in Singapore in Southeast Asia, an entire
section of the city (actually all of the commercial sector
of the city) was HOV-4. You had to have a permit to drive
there during certain hours (I think 8AM-4PM, most of the day anyway)
with 4 people in the car. This permit was quite expensive.

It was enforced, and fines were quite stiff. On the other hand,
the bus system was excellent, and the country isn't big enough
to make for long bus trips between any two points.

There's also a *major* difference in views of personal freedom and personal
rights between the different societies. After living in Europe for a
couple of years, I can't imaging U.S. citizens putting up with the powers
given to even the local gendarmeries... but neither can I imagine European
drivers putting up with lane restrictions. As for Singapore, we're talking
about a society in which chewing gum -- even bringing it into the country!
-- is illegal; I suspect that a Singaporean's view of personal rights vs.
the individual's responsibility is different from ours.

As for the HOV mess on the Dulles road... I live in Maryland, but if someone
told me I had to pay both taxes and tolls for a road but could only use a
specific part of it, I'd do my best to both change the ruling _and_ vote the
guy out of office. It's not a matter of being environmentally nasty or of
being so devoted to my personal car that I can't or won't carpool, but the
requirements of my job make it _very_ difficult, and I just don't relate to
the idea of paying public funds for something that's only semi-public.

But Brian, lad, you can use all the lanes, you just need 2 other
people in your car!
Note the difference between this resriction and those which limit
access during certain times of the day to residents only. The
latter is more restrictive, yet it is legal.

>It's not a matter of being environmentally nasty ...

Your right! It is unpatriotic.
