Graffiti is not political expression that is granted under Freedom
of Speech.
It is much MORE than vandalism!
Yet our CAREER POLITICIANS can't seem to do anything about it!
Graffiti is a "mark that delineates someone's territory." Who is
it? Did they declare candidacy? Does anyone get to question
them? Who voted for this person that "delineates territory?"
In Singapore, they cane criminals for graffiti convictions.
In 621 B.C., Draco of Athens Greece created the first Athenian
written code of laws; they included the death penalty for most
crimes.. including the death penalty to anyone who stole a head
of lettuce! The result? Crime vanished over-night!
JOHN SHULL does not believe we need such draconian measures for
persons who write graffiti; HOWEVER, we should raise the
penalties from one of mere vandalism to a higher penalty.
Should we enforce convictions with public floggings? Should we
publicize graffiti convictions? American citizens want an end to
the crime, the graffiti, and the associated gang actitivities.
We can catch them in the act.. and we can prosecute them to the
fullest extent of the law.. we can strengthen the laws.. we can
make it "their worst nightmare" -- they do it.. they must accept
their consequences.

QUESTION: So if Mr. Russell lives in the 20th U.S. Congressional
District.. why does he go to school in the 23rd U.S. Congress-
ional District?
ANSWER: Because if he attempts to go to school in the 20th
district.. he ONLY GETS token education!!
San Antonio is a city that is three times bigger than Austin;
yet, Austin has a four-year University that is nationally and
globally reknown. San Antonio has a TOKEN community colleges and
minor universities.
San Antonio has recently grown from the ten-largest city in the
nation to the eight-largest city! Yet the Spurs are ready to
leave because we are the poorest major city in the country!
JOHN SHULL believes we should make San Antonio College into a
four-year university (20TH DISTRICT)! We are paying the highest
property taxes in the state! We are the 8th largest city.. We
should have a major four-year university and not a token college!
(Instead of having to drive to nearly the next county for a
university!)
If we had a major-four-year-university in the 20th district, like
we should have.. our kids would find something to do instead of
turning to crime and drugs! .. our teachers would be better
educated so that we would have the best schools in the country!
We could attract and keep jobs! Jobs! ..and more Jobs! For
starters.. consider how much revenue can be gained if we keep
students in San Antonio instead of sending them out of town!
CAREER POLITICIANS! Stop keeping us dumb! Stop keeping us down!
Stop keeping us poor!
Why would they want to keep you down? Because if they don't..
you could become another John Shull: graduated from Johns
Hopkins, graduated from Harvard Business School, retired
Colonel and you might challenge them. FIGHT BACK!
Put Colonel JOHN SHULL in Congress!
AFTER 35 YEARS -- IT'S TIME FOR POSITIVE CHANGE!
Together! We can make San Antonio and Bexar County better than
it is! ..better than it ever was!
