the average officer can easily hold his own against the average citizen both
law abiding and criminal.  Hell we fight almost everyday.  When was the last
time you were in a fight for your life.

Fact is many agencies institute policies as a way to  limit their civil
liability.  It just does not look good to bring crooks into jails all beat
up.  that is why mass number of officers are employed to swarm a suspect in
many jurisdiction to effect an arrest where necessary.  that and there is a
good chance of having some one get a gun when only one person is involved.

Personally I have trained for over half my life in fighting, and agreed that
most cops don't.  But I have been specifically told by supervisor not to use
most of the techniques I have learned due to the damage they may cause. No
direction was needed however, as I do not get any joy from hurting anybody.
Just buy putting crooks in jail.
