CHARTER: dc.urban-planning

The proposed newsgroup is intended to be a public forum for the
discussion of transportation and land use in the metropolitan
Washington, DC area. For the purposes of this newsgroup, the
"metropolitan Washington, DC area" is vaguely described as the
area within a 70-mile radius of Washington D.C. itself.

Topics considered appropriate for posting to the group are:

  * Transportation related topics
    - Mode choice (cars, bicycles, pedestrian, rail, etc.)
    - Infrastructure proposals (roads, bridges, bicycle paths,
      crosswalks, rail, etc.)
    - Safety of transportation modes, safety devices, and
relative safety of different transportation facilities

  * Land use related topics
    - Zoning
    - Development density and limitations
    - Urban growth boundaries
    - "Smart growth"
    - Impact of proposed major projects such as National Harbor
    - Environmental issues related to development
    - Architectural issues
    - Monument/Washington Mall issues
    - Parks and preservation of open space

  * Economic and social topics
    - Gentrification
    - Urban renewal
    - Emminent domain, condemnation, and eviction
    - Impact of changes in retail
    - Changes in real estate
    - Impact of major employers moving in, out, or around

As in most other UseNet newsgroups, personal attacks are not
permitted.

Cross-posting guidelines with international UseNet newsgroups:

Cross-posting from international UseNet newsgroups such as
  misc.transport.road and misc.transport.urban-transit is
permitted provided that the post pertains to the Washington,
DC metropolitan area. Discussion of transportation or land use
issues in geographic areas other than the Washington, DC
metropolitan area are prohibited, unless they are being used
directly as an example or counterexample for transportation or
land use issues in the Washington, DC metropolitan area.

Cross-posting guidelines with other dc.* newsgroups:

Part of the motivation behind the creation of dc.urban-planning
was to reduce cross-posts to other dc.* newsgroups, particularly
dc.biking and dc.driving. But there still is overlap. In
particular, cross-posted announcements regarding community or
public government meetings are encouraged. Some discussion-type
posts may be appropriately cross-posted to dc.urban-planning and
one of either dc.biking or dc.driving, provided the posts are in
compliance with the rules of the other newsgroup. However,
cross-posts to all three of dc.urban-planning, dc.driving, and
dc.biking could be an indication of, for example, a "bicycle vs.
car" flame war, in which case the Newsgroups should be probably
be trimmed to just dc.urban-planning, and the discussion made
  civil and factual.

One time postings of commercial product announcements or postings of
a commercial nature will be considered appropriate only if ALL of
the following are true:
 1) The posting is a reply that directly answers another posted
inquiry. Unsolicited advertisements will not be permitted.
 2) The posting pertains specifically and directly to one of the
topics listed above. Examples include urban planning design
consultancy, road design consultancy, new forms of transit,
    and pedestrian facility infrastructure devices.

As in other non-marketplace and non-forsale Usenet groups,
in-discriminant posting of commercial advertisements will be
prohibited. Postings using MIME, HTML formats are discouraged since
many Usenet readers do not use web browsers.

Any posting that runs counter to the rules for this newsgroup will be
considered abuse. Offenders will be sent messages, and if these
messages are either ignored or beligerantly responded to, then
abusive postings are subject to cancellation.

END CHARTER.
