I am looking for information on using voice-band modem technology
for transmitting digital data (4800 bps) over VHF/UHF radio 
links.
For instance, could a standard modem (e.g. V.27) be suitable for
this kind of application?

Any help/pointers/suggestions will be greatly appreciated.
