We use ICB2000 ( http://switch.to/ICB ) to analyse and monitor the
speed of our network and internet connections. We also use it to
generate 3D graphs / stats reports to publish on our users website.
It can be programmed to sound alarms or take specific action if
performance drops below a preset value.

ICB saves us money from time to time, because we pay for the bandwidth
our ISP delivers (don't we all?) and the program detects drops and
blocks of the available speed/bandwidth instantly and can generate
reports and logs of these events.

I use it at home to decide if it is worthwhile to start a lengthy FTP
session AND if my ISP is giving me what they promise... It has a load
of interesting meters and gauges and some 3D charts you can fiddle
with - so it sits on my desktop all day to have something to look at
(not a strong promotional issue though...).

Here is an excerpt from the program description in the helpfile:
"ICB is a Windows program to analyse both incoming and outgoing
traffic/speed/bandwidth through a given network interface and display
the results on a user friendly interface with many displays and
interactive 3D charts of both actual and average up/downstream speed".

We have tested/used it on WIN NT 4.0/5.0 and WIN 95/98.

A free 30 days evaluation version is available from all major shareware
archives such as Tucows and Download.com and from:
