CORDIS Scope and Objectives

By  underwriting  the  "Single European Act", the European Communities affirmed
their  determination  to  improve  the  economic  and  social  situation of the
Community  Member  States.  In  this context, one of the Community's aims is to
strengthen  the  scientific  and technological base of European industry and to
encourage it to become more competitive at the international level.

To  achieve  these  goals  the  Community  adopted a multi-annual R&D Framework
Programme,  within  which  the  programme  VALUE  was launched to implement the
specific  requirements  of  the  Single  European  Act  for  dissemination  and
exploitation  of the results obtained from Community Research and Technological
Development  (RTD)  programmes.  VALUE  is  coordinated by Directorate C within
Directorate-General   XIII   (Telecommunications,  Information  Industries  and
Innovation) of the Commission of the European Communities.

As  part  of  the VALUE programme the Commission initiated CORDIS, a "Community
R&D Information Service", with the following objective :

    "To   disseminate  public  information  on  and  about  all  Community  RTD
    activities,  for  the  purpose  of enhancing awareness of these activities;
    assist  interactions  and cooperation among individual programmes and their
    participants; and help promote co-ordination with similar RTD activities in
    Member States."

CORDIS  is an information service based on electronically accessible databases.
By  making  key  information available in a consistent form from a single pool,
CORDIS  provides  users  throughout  the  Community and EFTA countries with the
means  to benefit more readily from Community RTD programmes and to make better
use of the results generated by the individual activities within them.

The  databases  used  by  CORDIS as its medium of dissemination are intended to
complement other traditional information and communication means.
At present there are eight CORDIS databases :

RTD-NEWS Database
    Announcements  (e.g.  calls  for  proposals)  and  other  short  news items
    generated by the Commission Services involved in RTD activities.

RTD-ACRONYMS Database
    Explanations of the multitude of acronyms and abbreviations arising from or
    related to Community RTD activities.

RTD-COMDOCUMENTS Database
    Information  on  Commission  communications  to  the Council and Parliament
    related to RTD activities.

RTD-PROGRAMMES Database
    Description of all Community RTD Programmes.

RTD-PROJECTS Database
    Description  of  individual  activities,  contracts  and studies within the
    above programmes, and identification of the organizations involved.

RTD-PUBLICATIONS Database
    Bibliographic  information  on  publications, documents and reports arising
    from the projects above.

RTD-RESULTS Database
    Information on results and R & D prototypes arising from Community projects
    (volunteered by external organizations).

RTD-PARTNERS Database
    Providing  a  mechanism to identify suitable partners for the submission of
    proposals for RTD projects.

RTD-INFOPOINTS Database
    Organizations   in   Member  States  providing  assistance,  nationally  or
    regionally, in relation to Community RTD activities.
    (This database will be launched in early 1993.)

At  present  this information is presented primarily in English as the language
which is the most widespread in the scientific R & D community.

CORDIS  became operational and open to the public on December 3rd, 1990. For an
initial period access to all CORDIS databases will be free of charge, but users
are required to register for the service. Note that current registered users of
ECHO  will  also  need  to register for the CORDIS service if they wish to have
access to CORDIS databases.
