Thanks to everyone who responded. I have now successfully upgraded to XP
3.11 patch level 2. I did it as follows: 

  o Backed up the hard drive to tape
  o Made an additional backup (pkzip -urP xp-bak.zip c:\xp\*.*)
  o Downloaded following files
      XP311-1.EXE, XP311-2.EXE, XP311U.EXE and XP311-E.EXE
  o Unzipped all the files in place.
  o Downloaded XP311P2.ARJ (and arj program) and applied the patch
     
Since there is no English version of the context-sensitive help file
XP.HLP for version 3.11 I am continuing to use version 3.02 of the
XP-E.HLP file. This kludge works for most screen except a couple where
the interface has changed slightly (like the COM port setup.)

Still no English language manual, but the set up works. By the way, I use
this set up for mail transfer using UUCP. I do not access any NEWS
(UseNet) or FidoNet etc.
