Hallo Michael,
Du hast wahrscheinlich vergessen in Deinem Programm in BWCC.DLL zu laden.
In Borland Programm, wie die IDE oder WinSight wird Sie wahrscheinlich
statisch, also mit LoadLibrary, geladen und steht somit allen anderen
Programmen zur Verfguegung, aber eben nur so lange wie dieses Programm
gestartet ist.
Also schreib am Anfang Deines Programmes:
   LoadLibrary(0, 'BWCC.DLL');   //oder so aehnlich
und alles wird gut.
