Transfer files from/to Server

Hello All

I have a file in my servers whose data are in a varibles named "$contents".

Can i put this in a directory of my PC, for example "C:\TEST\".?

And can i take a file in a directory of my PC, for example "C:TEST\", and
save it to my web site in a directory like "/home/usr/test/"?

I try with simple functions like fopen, fwrite, etc. but it's doesn't work.
