no. fetch it from   zoo.toronto.edu   you cannot miss it (well someone
once did, but the readme file is extremely helpful in sorting such

it is not an RFC, and you won't find it referenced in the Internet
Drafts either (where you should also have looked!)

It is a privately published document in the general form of an Internet
Draft. Something based upon it might be an RFC one day.

Its current status is derived from the esteem in which its author is
held, and from the way in which it is treated as if it were an RFC by
the assorted denizens of news.software.readers (and other similar
gatherings). Since you will know the difference between a STD and an RFC
you will see that treating it "as an RFC" is almost to demean it :)

Everyone can reference it now. You would have to ask Henry Spencer for a
definitive answer as to why it has not become an RFC yet; my impression
is that he does not have the time to progress it, and there is the
possibility that it may be overtaken by other events, given the interest
in various mechanisms to make Usenet more "secure".
