syslogd definition?

Where can I get a definition for what a syslog daemon does?

As far as I can tell it's a program that listens on a port and records whatever
is sent to it, and is widely used on Unix systems.

I want to write a syslogd for an NT system so that it can get syslog data from a
router. Public domain source code for a syslogd would be nice :-).

Regards,
